In other words, in Connecticut there is strict liability on the part of the owner or keeper of the dog that causes injuries or damages to the person or property of another provided that one of the limited exceptions is not present. This means that you do not have to show that the owner or keeper of the dog knew that the dog was dangerous or that the dog had previously bitten someone before.
